Admission of International Applicants to Higher Education

Invitation for Study

All international applicants intending to study in Ukraine must obtain an “Invitation for Study” from the university to which they are applying. This document is required to obtain a student visa and submit documents to a Ukrainian higher education institution.

To obtain an Invitation for Study, the applicant must create an electronic profile in the Unified Interdepartmental Information System of Ukraine for Foreigners and Stateless Persons and submit an application for the chosen educational program via apply.studyinukraine.gov.ua.

To apply for an Invitation for Study, it is necessary to:

  1. Authenticate the documents of previous education in the country of origin using the official method applicable there (consular legalization or apostille).
  2. Provide a notarized translation of the documents of previous education into Ukrainian.
  3. Provide a notarized translation of the passport into Ukrainian.

Admission Documents

Applicants who are foreign citizens or stateless persons must submit the following documents:

  1. An application addressed to the rector of the university;
  2. The original and a copy of the document certifying the previously obtained educational degree (level) on the basis of which the admission is carried out;
  3. The original and a copy of the supplement to the document certifying the previously obtained educational degree (level), if available;
  4. An academic transcript issued by a foreign or Ukrainian educational institution (if the applicant is transferring or resuming studies from the second year onward, an academic transcript must be attached);
  5. The original and a copy of a document containing information about the curriculum of the previous higher education degree (level), the acquired credits, the duration of study, and academic performance in the disciplines studied – required for admission to a master’s degree or postgraduate education;
  6. A copy of the passport document of the foreigner or a document certifying statelessness;
  7. A medical insurance policy, unless otherwise provided by international treaties of Ukraine;
  8. Fourteen (14) photographs sized 3x4 cm;
  9. A copy of the foreign Ukrainian certificate (if applicable);
  10. A research proposal in the chosen academic specialty or a certified list of published scientific works and inventions in Ukrainian or English, verified by the applicant’s place of work/study (submitted additionally when applying for postgraduate studies).

Foreigners applying for academic mobility programs must submit documents as defined by the Admission Regulations of H.S. Skovoroda Kharkiv National Pedagogical University and/or the requirements of international programs and/or agreements under which academic mobility is implemented.

Documents listed in items 2), 3), 4), 5), and 6) must be translated into Ukrainian and notarized.

In the case of remote admission, the foreign applicant must send legalized and notarized copies of documents of previous education to the university by postal mail. Upon first crossing the Ukrainian state border and after arrival at the university, the foreign applicant must submit the original documents in person.

Admission Procedure

  1. Decide on the educational or educational-scientific degree (Bachelor, Master, PhD student, Doctor of Sciences) and the educational program.
  2. Authenticate the documents of previous education in the country of origin using the official method applicable there (consular legalization or apostille).
  3. Provide a notarized translation of the documents of previous education into Ukrainian.
  4. Provide a notarized translation of the passport into Ukrainian.
  5. Create a personal electronic profile in the Unified Interdepartmental Information System: apply.studyinukraine.gov.ua (if needed, the Center for International Education conducts consultations via Zoom).
  6. Submit an online application to request the electronic Invitation for Study.
  7. Confirm receipt of the educational offer from the university in the electronic profile.
  8. In the case of in-person admission, obtain a visa by contacting the relevant foreign diplomatic mission of Ukraine, and enter the information about crossing the state border of Ukraine into your personal electronic profile in the Unified Interdepartmental Information System.
  9. Fill out the admission applications (the applicant receives the forms via email, prints, fills out, scans, and sends them to the university’s email address). In the case of in-person admission, the applications are filled out directly at the university.
  10. Submit notarized translations of documents to the university by mail in the case of remote admission, or provide them in person for in-person admission.
  11. Take entrance examinations either remotely or in person.
  12. Pay the tuition fees.
  13. Submit the documents of previous education for the recognition procedure in Ukraine.

Current Deadlines for Submitting Applications and Documents

Stages of the Admission Campaign for Full-Time and Part-Time Study:

1st Stage of the Admission Campaign

  • Start of application and document submission: April 1, 2025
  • End of application and document submission: August 28, 2025
  • Entrance exam period: May 1 – August 29, 2025
  • Enrollment deadline: August 30, 2025

2nd Stage of the Admission Campaign

  • Start of application and document submission: September 15, 2025

  • End of application and document submission: October 29, 2025

  • Entrance exam period: September 17 – October 30, 2025

  • Enrollment deadline: October 31, 2025

Duration of Study:

  • For a Bachelor’s degree – 3 years and 10 months

  • For a Master’s degree – 1 year and 4 months

  • For a Doctor of Philosophy (PhD) – 4 years

Tuition Fees for the 2025/2026 Academic Year:

  • For Bachelor’s level students (all specialties):

    • $1,200 USD (full-time)

    • $1,000 USD (part-time)

  • For Master’s level students (all specialties):

    • $1,500 USD (full-time)

    • $1,300 USD (part-time)

  • For third-level higher education students (educational-scientific degree):

    • $2,500 USD (all specialties)
