Admission Rules to Post-Graduate Studies
for the degree of Doctor of Philosophy
at H. S. Skovoroda Kharkiv National
Pedagogical University in 2021
І. Candidates’ Education Requirements
The citizens of Ukraine who have a master’ or specialist’s degree are eligible for post-graduate studies under the forms listed below:
- Full time (to state-funded places and places funded by individuals and/or legal entities);
- Part-time (to state-funded places and places funded by individuals and/or legal entities);
- Extramural (to the places funded by individuals and/or legal entities).
Foreign nationals’ and stateless persons’ training may be funded by legal entities and individuals (on contractual basis) under:
- international agreements of Ukraine and/or international exchange or academic mobility programs;
- agreements, entered by and between the university and higher educational institutions (research institutions) of other countries as regards academic exchange or mobility.
Foreign nationals and stateless persons, including Ukrainians residing abroad expatriates who permanently reside in Ukraine, persons recognized as refugees and the persons who need additional protection are entitled to higher education and have the same rights as the citizens of Ukraine.
The period of post-graduate studies shall not exceed 4 years.

ІІІ. The Procedure of Documents Acceptance
Applicants to post-graduate studies shall submit the documents below:
- An application to the university rector;
- A personal data sheet with a glued photo sized 3х4 cm, stamped by the employer or educational institution, two photos sized 2х3 cm, a resume;
- A certified copy of a degree diploma with a copy of the academic record. Persons who completed their degree studies abroad, shall have their diplomas certified for equivalence according to the Procedure of recognizing degrees awarded by foreign higher educational institutions, approved by the order of the Ministry of Education and Science of Ukraine (MES) on “Some issues of recognizing foreign education documents in Ukraine” No. 504 dated May 05, 2015;
- A research proposal signed by the author;
- A list of scientific publications (if any), documented according to the valid bibliographic standards (DSTU 7.1:2006 or DSTU 8302:2015);
- A copy of the record of employment, certified by the employer (in case of changing the job or employer after the application to the department of post-graduate and post-doctoral studies, it is required to submit a documented confirmation from the new employer or a new job);
- Medical health certificate, form 086/о;
- 2 (two) copies of the identification code.
- 2 (two) copies of the passport;
- An international foreign language certificate (TOEFL or International English Language Testing System, Cambridge English Language Assessment; TestDaF; DELF or DALF) of at least B2 of the Common European Framework of Reference for Languages (CEFR) or a similar level (if any).
The passport and military identity card shall be submitted by the post-doctoral applicant in person.
The package of application documents shall be submitted in a paper file.
Section ІV. Competitive Admissions, Organization and Holding
1. Applicants to the university post-graduate studies shall take the following entrance examinations (Table 1) in:
- Major subject,
- Philosophy;
- Foreign language according to the program corresponding to В2 level under the CEFR.
2. The research proposal on the chosen major subject is presented to and assessed (pass-fail) by the dedicated examination board.
The research proposal is the author’s scientific text that shall include:
- The overview of the domestic and foreign research literature;
- Subject, aim and objectives of the research;
- Research novelty outlook;
- References and applicant’s publications (if any).
3. The applicants who have international foreign language certificates of at least B2 level (CEFR) or a similar level, are exempted from taking the foreign language entrance examination.
4. According to the Admission Rules of H. S. Skovoroda Kharkiv National Pedagogical University, the persons who apply for post-graduate studies from a branch of knowledge (specialization), different from that indicated in their master’s or specialist’s degree, shall take additional entrance examinations (DEE).
5. Following the results of the research proposal assessment and additional entrance examinations, a recommendation is issued regarding further participation in the competitive selection.
6. Entrance examinations to the post-graduate studies are held by dedicated examinations boards, approved by university rector’s order as follows: major subject, philosophy and a foreign language.
7. The persons, allowed to take entrance examinations to post-graduate studies by the decision of the Admissions committee, shall be provided with a leave to prepare and take the examinations as specified in the existing legislation of Ukraine.
To be enrolled to post-graduate studies the score is calculated according to the formula below:
(КБ/Score) = P1 + P2 + P3, where:
P1 is a grade of the entrance examination in major subject (100 to 200 point scale);
P2 is a grade of the entrance examination in a foreign language (100 to 200 point scale), or an international foreign language certificate of at least В2 level;
P3 is a grade of the entrance examination in philosophy (100 to 200 point scale).
8. Based on the candidates’ rating, following the results of the entrance examinations, published on the official university website, the Admissions committee decides on enrolling to post-graduate studies. Enrollment for the Doctor of Philosophy degree without competition is prohibited. The Admissions committee decision on enrollment to post-graduate studies is approved by the university rector and duly published on the official university website.
9. The persons who do not attend scheduled entrance examinations without valid excuse, are not allowed to take the following examinations and participate in the competitive selection. Retaking entrance examinations is prohibited.
The admissions committee may refuse to allow an applicant to take entrance examinations to post-graduate studies due to their failure to submit all or some required documents in a timely manner.
10. In case of submitting the documents to participate in the competitive selection by the persons with special educational needs, the University shall provide respective conditions for their entrance examinations according to the United National Convention on the Rights of Persons with Disabilities, ratified by Law of Ukraine No. 1767-VI dated December 16, 2009, under the Individual rehabilitation program of the disabled person, developed according to the Resolution of the Cabinet of Ministers of Ukraine No. 757 dated May 27, 2007, and the necessary conditions, specified by the applicant in the application documents.
